Well let me tell you how system time get set in ur RH system, in
rc.sysinit, the system date is set with command hwclock command with
option -hwtosys (set system clock to that of h/w clock). And based on the
values of UTC or ARC in /etc/sysconfig/clock, the h/w clock is assumed to
be sybchronised to UTC or not, so approprate settting of this shpuld ur
problem. Also look at time & date setting from control-pannel this will
alter the value of /etc/sysconfig/clock
