Apache and a /

The apache server on our net behaves strangely:
    http://server/java/ - I see the page /java/index.html ok.
    http://server/java  - 404 not found.
    http://server/        - Ok.
    server                   - unable to find server.mcs

(server.mcs is FQDN)

Is it normal? Or, how can I change it?
