GNU Hurd is the O.S. kernel developed by many GNU volunteers.
Currently it is in a dormant state as none of them have time
to continue the development. Also, since Linux kernel is GPL'd,
development is more focussed towards Linux kernel now. 

You can check out the develpoment of Hurd at http://www.gnu.org
Also, if you would like to contribute to any of the GNU projects
(in any manner, say coding, documentation, etc.), take a look at 
the task list put up on the site. Also visit 
http://savannah.gnu.org, an equivalent of sourceforge, but hosting
only GPL'd projects.
