KDE 2 aRts Problem

Hi Listers,
              I have been working with KDE 2 for about 3 weeks now. I face a 
very peculiar problem. The aRts server in KDE takes too much time to startup, 
which gives messages like /dev/dsp already in use whenver I invoke mpg123 or 
try to use xmms. This persists for about 1 minute after which operation is 
normal. But if the aRts server is restarting for 1 minute, how come I am able 
to hear the login tune ???
