Given that Windows is usually preinstalled on new machines, one can expect
that XP will be seen primarily on new machines - which are *definitely*
going be close to this requirement.

"Runs on low-end machines" makes more sense given the mass-requirement of
computing power among the have-nots that make up the majority of the
Indian population, especially with all this talk of "eGovernance" (which
is great in principle, but where are the computing resources?)
