Bandwidth may not be a problem, if you or Raju or any kind soul agrees
to administer the list.  Just in case we need a server:

I have just checked with some of my friends here, who will be in a
position to give superb bandwidth for linux-india for running the
mailing list.  Only problem is that the server will be available only
after 20 days.  Arun or Raju or whoever takes over as the list-admin
could administer the list from whereever they are.  I received two
promises one located at VSNL, and another going to be at
net4india.com.  If the list can continue to run from the same place
for another 20 days or so, we can move to any of these servers in
Mumbai.
