qmail seems to be very slow !

Hi Folks,
        We have a problem with our server running with kernel 2.2.5.The 
qmail installed in it delivers only 3-10 messages at a time.Though 
concurrencyremote parameter for qmail is set to 120 ,it doesnt take 
that.Any idea ?
