link fix for visakhapatnam chapter

 this is the third time i m mailed you to please look in to the borken

 link  the link to visakhapatnam is pointing to the 
 ilugv.starnetonline.com which is down.
 The user group site is moved to 
 http://ilugv.sourceforge.net

 and the chapter section needs change too.
 please do the required modification
