Spamming is sending UCE (Unsolicited Commercial Email).

Well, when you advertise, the person who is receiving your mail/watching your ad pays for it. And most people don't like that
(Except the marketers, who can send ads very cheaply to lots of
people).
If you send all these ads by post, it costs a lot of money, which in
this case is being paid by the person who receives the ad.
