what's bugging in RH7 is the backwords incompatibe change to RPM 4

Tried upgrading rpm

[root@trishul /root]# rpm -Uvh ~cnb/RPMS/rpm-4.0-0.59.i386.rpm
only packages with major numbers <= 3 are supported by this version of RPM
error: /home/cnb/RPMS/rpm-4.0-0.59.i386.rpm cannot be installed

[root@trishul /root]# rpm --rebuild ~cnb/RPMS/rpm-4.0-0.59.src.rpm
Installing /home/cnb/RPMS/rpm-4.0-0.59.src.rpm
only packages with major numbers <= 3 are supported by this version of RPM
