QPL is certified open source:

Some people are unhappy with its "degree" of openness. But that's another 
issue.

This is no longer an issue, after Qt became open source.

If you'd like to stick to open source stuff only, you can just stick
to the current version of PHP and continue to develop on it.

An alternative to PHP is to use Zope (ZPL) or Jakarta (Apache = BSDish 
license).
