A number of suggestions, from most general to specific.

For LaTeX, I would suggest the source: www.tug.org.  The TeX Users' Group
has an excellent home page to start from.  If you are in a hurry, see the
LaTeX home page, http://www.tex.ac.uk/CTAN/latex

Also see www.ctan.org , the Comprehensive TeX Archive Network

I assume you are planning to run LaTeX on a Unix box, in which case I
would \textit{strongly} suggest teTeX, Thomas Essar's Exceedingl Excellent
Package.  It is by far the best packaging of TeX and web2c for Unix.  See:

I would, as usual, suggest that you not download teTeX, but use the
package (.rpm, .deb) of teTeX that your distribution provides.  Really.
The TDS has interesting interactions with the FHS, best left to people who
know.
