Is this 
	must be RELEASED, under the GPL
or
	must be released under the GPL, or not at all

The GPL does not demand that I release my product, it applies only when I
do release.  I could commit to following the GPL, and recieve code from
you under it, work/modify it, and not release it further.  The GPL is not
impugned.
