i dont know, but i think a **user** was not supposed to be able to reboot a
machine from remote.. or else you could find any student logging into your
machine rebooting your machine every second day.
and (as the other guys have been saying since a loooooooooong time..) a
"root" acct should be able to execute a "shutdown/init" command.
