It seems either you have not loaded that commandd or it is not in path.
try to locate this in ur /usr/local/bin,/usr/bin
or simple type 'whereis makebootdisk'

In case it is not there, mount ur cdrom and goto /mnt/cdrom/RedHat/RPMS
and locate the rpm file of that command if it is there, type
rpm -ivh file-name.rpm to load it.

Now give same command to make boot floppy. It will work
