Hi!
 I had also faced this kind of problem with my gvc modem,
You cando one thing that log in as root and vi /etc/wvdial.conf
this file contains all your internet account information, in this file you wil
find an entry as following
Dial command=ATD or
Dial command =ATZ
All you need to do to get dial tone is change dial comand entry to ATX1D
i. entry should be
Dial command = ATX1D
