tftp help pls!

Dear friends,
I have a tftp server to store my router configs.
In root i have created blank file by touch.
tftp works.
But when created in some user acc say /home/xyz/router
the same file with chmod 666 it does not work
./router also 666 mod
pls guide as to why it doesnot work?
