regarding localhost

Hi,
When I try to access `lynx 127.0.0.1`, It gives me error as "unable to connect 
to remote host".
Apache is running locally.Likewise I try to connect through telnet also ,I get 
"unable to connect to remote host".
I think tcp software might not be installed.But I installed tcp_wrappers rpm 
,still I get the same error message.
What rpm I have to install to invoke the localhost.
