Formalization has advanatages and disadvantages.  For an ILUG composed
mainly of students / academics / garage hackers - like the one in Madras -
formalization does not have advantages.  In fact, it hurts the simple
neighbory (sp?) charm.

ILUGs like the ones in Bangalore and Delhi might actually benefit from
formalization.  These are pretty much run by people who also happen to make
money out of Linux in their professional career.  They feel more
comfortable if they can formalize everything and thus protect themselves
from accusations later.
