PHP when I last installed it, shipped with support for gd library 1.3,
which even though now unsupported by boutell, had gif image support in
it. As a matter of policy due to copyright hassles, the default
install of PHP doesn't have this support built in. You /have/ to
specify the support during compiling mod_php.

The present versions of gd only support PNG format, which even though
is open, is not well supported by several browsers.
