Hi 

It's better that you read some documentaion on CGI & perl in general.
perl man pages are excellent & is exhaustive. 

man perl     - to get the details of further man pages.
man perlfunc - for doc. on perl functions.
perldoc <PackageName> - to read documentation of any particular package.
Eg. 'perldoc CGI' will show you the documentation for the module CGI
