PCI base address ?

 Hi all

    Can any one tell me, what PCI base address means ?..
    Why we are remapping base address using ioremap() to acess
    the device ...Can't we directly access it ?

        If we write some data to device using writel(), will it be
    written to on-board device memory  or to our system memory..
