Hi there,
i don't think it has anything to do with the Maximum number of processes !!
But, regarding increasing the number of users to connect, you need to edit
the file
/etc/wu-ftpd/ftpaccess and increase the number there ( assuming that you
are using wu-ftpd )

does this need a recompilation ?
somewhere (i think it is at ltsp.org) i read, regarding Maximum number of
processes that can be run on the server
