[LI] Telnet and scripts

Hi Folks,
I would like to limit the number of telnet connections to my server !
How do i do that ??
And is it possible that whenever someone logins, I can run a shell script
from
withing /etc/issue or /etc/issue.net either directly or by calling another
shell script.
