I managed to reduce some of this by lowering the log level of cron
in syslog.conf (ie log only errors), and getting rid of some of the more
frequent cron jobs that didn't do anything too useful (cron.hourly etc).
Since I don't use at, I also got rid of atd completely.

Without changing the buffer flush interval, these changes still made quite
a difference to the frequency of hard disk access, but not enough for
something like powering down the hd after a certain interval to be useful.

Check out your log files to see how often they change, I'm sure that is
where most of the accesses lie.
