[LI] Unable to run Squid

Hello All,
I have got RHL-6 loaded and would like to use squid for serving some
windows clients. I tried to start squid during system bootup but it
is not starting at all.
I checked messages file which contains:

Dec 11 19:10:08 nirjuli squid: Starting squid: 
Dec 11 19:10:08 nirjuli squid: squid
Dec 11 19:10:08 nirjuli rc: Starting squid succeeded
Dec 11 19:10:09 nirjuli (squid): Cannot open /usr/local/squid/logs/access.log: (13) Permission denied
Dec 11 19:10:09 nirjuli squid[678]: Squid Parent: child process 680 exited with status 1
Dec 11 19:10:12 nirjuli squid[678]: Squid Parent: child process 722 exited with status 1

The said file was not there, I tried creating the file also.B
I tried with the squid came along with my CD as well as downloading from
squid.nlanr.net.
Could someone please help me to configure it. (Or squid.novm ?)
