[root@rockford RPMS]# pwd
/cdrom/RedHat/RPMS
[root@rockford RPMS]# ls -la | grep FB
-rw-r--r--   1 root     root       876217 Sep 27 22:00 
XFree86-FBDev-3.3.5-3.i386.rpm

more seriously , how on earth can foo.rpm be a directory?
think harder before you conclude it doesnt exist ;)
doing what atul said would have sufficed. as root , doing a "rpm -ivh
/mnt/cdrom/RedHat/RPMS/*FBDev*.rpm"  would have worked fine. 

do a "rpm -Uvh /mnt/cdrom/RedHat/RPMS/XFree86-FBDev-3.3.5-3.i386.rpm"
as root , assuming your cd-rom is mounted on /mnt/cdrom.
