You question is a bit wierd. How would the utility know what files
you have in your project. If you're using some specific package,
please mention it.

But automake and autoconf should help you. These are the
preferred standards by the GNU.

To get more help, you can type:

info automake
info autoconf

at the prompt.

Please note that this still doesn't completely automate your make
process although it helps you a bit.

AFAIK, there's nothing like makemkfs. But there exists one called
mkfs, which is far from what you need.
