IAC - this was discussed in greatest detail at yesterday's ILUG-Bangalore
meeting (minutes will be posted as soon as Gandalf overcomes the writer's
cramp), and here's the official word (thanks to Babu Kalakrishnan for the
explanation):

As of pppd 2.3.10, the default behaviour of pppd is to *ask* for
authorisation. This works with some ISPs, and bombs with others. For
example, it works for me with ERnet, but dies with VSNL.

The solution is to add the word "noauth" to /etc/ppp/options.
