[LI] reg apache extension tool (apxs)??

hello guys,
                       any one worked on apxs , is the binary loaded by
default with apache or we have to install  seperately after installing
apache?  What i am trying to do is install the coldfusion stub provided by
Allaire , the real server is in pipeline. When i try to make the install
file  i get the following error.

#make install
apxs -c   ./libcf.a -lstdc++  -u__pure_virtual `cc
-print-file-name=libgcc.a` mod_coldfusion.c
/bin/sh: apxs: command not found
make: *** [mod_coldfusion.so] Error 127
