Step 1.  Comment out the following lines in /etc/rc.local
            ----------------------------------------------------
            echo "" > /etc/issue
            echo "$R" >> /etc/issue
            echo "Kernel $(uname -r) on $a $SMP$(uname -m)" >> /etc/issue
            ----------------------------------------------------

Step2.  And then writeyour message in /etc/issue
