I believe that there is a ICQ server available. Check on freshmeat.
That will allow you to setup your own campuswide ICQ network.

BTW have you considered setting up a icecast/shoutcast server... it can
make like extremely interesting in a community like yours. I setup one a
couple of days ago, it is extremely neat. You can do live/recorded
broadcast...
