Hi,

Copy the /etc/X11/xinitrc/Xclients file in your home directory as .Xclients
This will ensure each user has his/her own choice of windows manager
The third or fourth line will look like 
PREFERRED=

Make it 
PREFERRED=startkde

this will start KDE by default when you "startx"
