[LI] dh_link ? which package contains this ??

Hi there,
This has to do with debian. While dbuilding debian packages from source files, 
the build stops saying that it is unable to find dh_link ??
Which package contains dh_link ?? I have deb-helper installed but it doesn't 
seem to have dh_link !
Any help might be appreciated.
