read the squid.conf file
there are options where you can specify cache_peers
you can specify your netscape proxy server as a parent cache.
read the whole file properly. there are other settings such as: 
- -direct on/off
if you have direct 'on' then squid will first try directly, which you do
not want.

BTW, if your firewall is set to recognize only one proxy server, then why
do you need this one?
