Emulating VSNL's Shell Acc

Hi,

I want my Linux Mail Server to function exactly as a VSNL's Server for Shell
account. i.e, users will telnet from  any client and they'll be  going to
pine. The problem is, with the existing pine, they are unable to upload
files from the local floppy drive. (It is done in case of a VSNL's shell
account). Assuming that a single client node will be used by multiple users,
can some one kindly suggest me a solution
