Yes i know there is one cache manager binary file.
Even i had the same problem , but after changing in srm.conf files. i was
able to execute the perl files.
i made 2 changes

addtype etc
addhandler or similar (i don't remember exact tag, both changes were in
srm.conf file)


Also give access to your cgi directory from access.conf file
let me know if it does'nt work

Send me conf files at bhavesh@xxxxxxxxxxx
if i get time i will check out.
