Netscape displays time in GMT

On my m/c, the netscape Inbox folder displays time in GMT. The output of
the 'date' command on my m/c is as :
[ghins@Chanakya ghins]$ date
Tue Jul 27 16:12:32 IST 1999
[ghins@Chanakya ghins]$
This shows the correct time. However if I now send a mail to myself and
view it using netscape the time stamp on it is 10:43 (i.e., roughly the
GMT time).
What could be the reason ?
