I think Shusha is what you are looking for. The fonts are TTF (which work
on Linux) and are available from 
http://www.bharatbhasha.org

They were there on the April 98 CHIP CD and I think on the March and Jan 98
PCQ Cds
I'm not sure about the months of PC Quest or if Tamil fonts are there. But
I know that the package includes Hindi, Gujarathi, and Punjabi atleast.
