changing password

Dear Friend,

We have mail server on redhat 5.2 in our office I have written a script to 
change the passwd for user using telnet but when user do telnet it prompts 
for the passwd when they type it show passwd is too small or passwd is a 
dictonary word, it also doesn't allow to put the username and numeric as 
passwd says username not allowed.

please anyone tell is any conf file to be made changes to accept the passwd.
