So let's see what you need to set up an ISP [aside from the usual licensing,
etc hassles]

1. An ip block
2. DNS
3. Mail services
4. Dialin server [plus billing, user management subsystems]
5. Firewalling

...etc etc...

Definitely not possible to give you a "short howto" - try visiting
linuxdocs.org ... you'll find longish howtos for each of those.
