You are right Ruchir.  There's not just localized tools / apps, there's a
considerable amount of original apps being coded to use Japanese.  For example,
WIDE (a Japanese org) has been producing (since the past few years) a script to
configure sendmail.  The interface to this script is coded in japanese,
needless to say.
