Executing a commamd without login

Dear Friends

I installed serial card and to make it work I have to login as root and
issue following command:
./file1

where file1 is a file containg

insmod /lib/modules/2.2.14-5.0/misc/specialix.o iobase=0x104 irq=9

I tried by writing in inittab but that didnot worked. I want this to be
exectuted on switching on the computer without login as root or any other
user.
