It will ask for the runlevel at bootup.

/etc/inittab will give you information about the runlevels for 
your system. Redhat has 3 as full multiuser mode, 5 for graphical 
bootup. Suse has 2 for multiuser, 3 for graphical. 0 is for halt, 6 is reboot.
