How to install qmail-1.03+patches-18.src.rpm ?

Hi friends,
I am installing qmail scanner with mcafee as an antivirus. But it says first
patch the qmail-1.03 , so i downloaded qmail-1.03+patches-18.src.rpm 
and tried..
to rebuild qmail-1.03+patches-18.src.rpm 

But it says tcprules command not found after few seconds of compiling & other
stuff..
i also upgraded uscpi-tcp from .84 to .88 but in vain.
