No Dialtone

Hi People
I expect to be mocked for this but ..
I am having trouble connecting from RH 7.0 box.
The dialtone is missing.I've searched list archives 
and somebody(possibly one of the Vivek's) suggested
changing ATX to ATZ in /etc/wvdial.conf .This worked
initially but isn't working now.Any suggestions will
be eagarly lapped up.
