ISDN problem

Its seems like my ISDN ta is not happy with my machine or VSNL is not.
Because I have been repeatively been having this problem.
1) ISDN is giving lot less speed  than usually available
2) I am allocted 2 IP's and my PPP fizzly outs with various errors

Has any bay faced similar things in last few days
