Traffic Shaper problem

Hi!
Is there anybody here who has been able to use linux shaper properly?

I have been trying to use a shaper on my office box without success. The
steps I had taken were thus:
1. put the line "alias shaper0 shaper" in /etc/modules.conf
2. insmod shaper
3. ifconfig shaper0 192.168.1.200 netmask 255.255.255.0 broadcast
       192.168.1.200 up (192.168.1.200 is my eth0 IP)
4. shapecfg attach shaper0 eth0
5. shapecfg speed shaper0 28800
6. route del default eth0
7. route add default shaper0

However, after this pings to other machines on my network show the
same RTT as before ... where am i going wrong?
