well i havent read the docs completely
but i think that the nmap guy rates the difficulty of 
guessing the OS remotely by numbers. a particular range of numbers
is classified as a particular string( for eg "trivial joke" or "worthy
challenge" ).
trivial joke would mean that it was too easy to guess the OS well as worthy
challenge 
would mean that it was a worthy challenge to gues the remote OS.
