Not necessarily.  For instance, you cannot redistribute modified
versions of qmail except under certain conditions.

In fact, that's one of the reasons I do not recommend qmail to anyone,
despite it's many advantages.  Any software which comes without a
clear-cut distribution license is as bad as proprietary software IMHO.
